What is IPTV? How internet TV works in the UK

A broadband router and a cable running to a small streaming box beneath a switched-off television.

IPTV means Internet Protocol Television: television delivered over an IP-based network. In everyday UK use, it also describes watching TV over broadband through an app or streaming device. The important questions are what supplies your programmes, what receives them and what your chosen service needs. Installing an IPTV player alone does not give you channels.

What is IPTV, and how does it reach your screen?

Trading Standards Scotland uses IPTV broadly to describe internet television watched on a TV, your computer or your phone, including through devices designed for streaming. This explains why the term appears in both app descriptions and device listings: it describes a way of watching television, rather than one particular product. Trading Standards Scotland.

The technical definition in ITU-T Y.1901 is narrower: the operator runs and manages the IP network carrying television and other multimedia to a receiving device, supporting quality, security, interactivity and reliability. A set-top box receiving television through that managed network illustrates the standard's meaning. Freely, Sky Stream and broadcaster apps instead stream over your ordinary home broadband, fitting the broader everyday usage without necessarily matching that managed-network definition. ITU definition.

The basic journey is from the service provider, through the network, to equipment that receives the content and makes it watchable. The standard calls that receiving equipment a terminal device; a set-top box is one example. Its delivery requirements also allow optional error recovery to support the intended viewing quality. These describe how content reaches your screen, rather than which programmes are included. ITU terminal and delivery requirements.

For a concrete broadband example, Freely's live channels reach its supported equipment through your home Wi-Fi, without an aerial signal. Freeview Play combines two connections: an aerial supplies live channels, while broadband supports catch-up and on-demand viewing. Internet features therefore do not automatically mean that every programme arrives over broadband. Freely connections and Freeview Play connections.

Linear TV means a continuous stream arriving in real time, with programmes following a scheduled sequence. That describes the channel's flow; pause, restart and rewind are separate service features. BBC iPlayer offers those live-channel controls alongside programmes you select on demand. ITU linear TV definition and iPlayer features.

An IPTV player is different from the service supplying your channels

When a device listing says “IPTV”, identify the part it actually describes. Equipment receives content, a player plays it, and a service supplies access to programmes. A broadcaster's app can combine playback and content access.

Smarters Player Lite explicitly supplies no media, channels or streaming service: you add and manage your own legally acquired media. If you install it and see no channels, you have installed the player, rather than gained access to the service. Smarters Player Lite listing.

GSE requires your provider's playlists and electronic programme guides; iPlayTV AIO similarly needs your own playlist or server. An EPG is structured information about available content, not the content itself. Playlist support does not establish permission to watch what a playlist contains. GSE listing, iPlayTV listing and ITU EPG definition.

Player pricing is another separate question: VLC is free in the App Store, while Infuse is free to download with an optional Pro subscription. Neither price tells you which channels you can access. VLC listing and Infuse listing.

If a listing mentions an IPTV subscription in the UK, identify the service supplying programmes separately from the app. Broadcaster apps such as ITVX, Channel 4 and Channel 5 are free and include live content, while U is free and offers on-demand programmes. ITVX, Channel 4, Channel 5 and U.

UK internet TV options and what you need to set them up

Compare the services first, then their equipment. Freely and Freeview Play both offer free television, but their live channels reach your screen differently. Sky Stream supplies a loaned puck, while BBC iPlayer runs on supported devices.

A short setup map

A new TV with Freely built in, or an existing TV plus a Freely streaming device, gives you Freely channels. Connect to home broadband by Wi-Fi and press the Freely remote button; any internet-connected TV is not automatically a Freely-enabled TV. Freely setup.

For an existing TV, Freely lists the Manhattan Aero 4K TV Streamer from £89.00 and Netgem PLEIO 4K Puck from £99.00. Its guide includes BBC One, ITV1 and Channel 4; an aerial can supplement the streamed channels. Freely streaming devices and channels.

A Freeview Play TV or set-top box plus an aerial and broadband gives you Freeview channels and catch-up. An aerial upgrade or receiver may be needed, and catch-up counts towards any monthly broadband data allowance. Recording, pause and rewind require a Freeview Play recorder. Prices for equipment without a stated price vary by retailer. Freeview Play requirements.

The loaned Sky Stream puck connects to your TV by HDMI and streams over Wi-Fi, without a dish or professional installation. Essential TV includes Sky Atlantic, Sky Sports News and Sky Sports Mix; programmes go into a Playlist instead of being recorded. Sky setup and content.

BBC iPlayer on a certified device gives you BBC content. The BBC lists certified devices from Apple TV, Google and Amazon Fire TV, alongside supported phones, tablets and browsers; check the particular device entry rather than assuming every model qualifies. BBC supported devices.

The Freeview mobile app is also free and lets you watch Freeview programmes live or on demand on your phone. That app should not be confused with the aerial-based Freeview Play television setup. Freeview mobile app.

How much broadband speed do you need for internet TV?

The speed you need depends on the service, how it delivers programmes and what you watch: live streams, catch-up, on demand or ultra HD. There is no single broadband speed requirement for IPTV as such. Freely recommends a minimum broadband speed of 10Mbps for live streaming and on-demand content. Freeview Play delivers its live channels through your aerial. It requires a minimum broadband speed of 2Mbps only for catch-up and on-demand services, and that use counts towards any monthly broadband data allowance.

Sky requires a minimum broadband speed of 30Mb/s for UHD/HDR viewing with Dolby Atmos through its Ultra HD and Dolby Atmos Pack. That page does not state a general minimum for ordinary Sky Stream viewing. Before choosing, check your own broadband speed against the service’s stated figure for the kind of viewing you want.

Two examples of receiving equipment

Apple TV 4K costs £199.00 with Wi-Fi and 64GB, or £249.00 with Wi-Fi plus Ethernet and 128GB. Its features include HDMI 2.1, Wi-Fi 6, Dolby Vision and HDR10+; the Ethernet model adds Gigabit Ethernet. Apple pricing and specifications.

Google TV Streamer (4K) was listed at £99 with an offer applied on 9 October 2026. It supports 4K HDR, Dolby Vision and Dolby Atmos, with built-in Ethernet. These are hardware features, not app requirements; both products are separate from Freely's listed devices. Google pricing and specifications.

Worked example: signing in to BBC iPlayer

If iPlayer asks you to sign in on your living-room TV, have your BBC account and a second device ready. Open the TV app, visit bbc.co.uk/tvcode on your second device or scan the displayed QR code, enter the six-digit code shown on the TV and confirm your account. Before watching, apply the TV Licence rule below. BBC TV sign-in instructions.

When you need a TV Licence for internet TV

You need a TV Licence to watch or record live TV on any channel or service, on your TV, computer or any other device. You need a TV Licence to watch programmes on BBC iPlayer, including on-demand programmes. Other on-demand-only viewing through Netflix, Disney Plus, Channel 4 (called “All 4” on gov.uk) and Amazon Prime Video, or website videos such as YouTube, does not require one; watching live TV through any of them remains covered by the live-TV rule. TV Licence rules.

The decision depends on what you watch, rather than whether television arrives through an aerial or broadband. A free app does not remove the requirement. A TV Licence costs £180, or £60.50 for black and white TV sets, for homes and businesses. TV Licence fees.

IPTV, streaming devices and illicit content

IPTV technology and streaming devices are legal when used to watch legitimate free-to-air content or paid subscription services such as Netflix; using adapted devices or Kodi add-ons to access illicit content is illegal. Trading Standards Scotland. The UK Government response following its June 2017 call for views described originally legitimate media devices being connected to illegal content through software, and PIPCU prioritising traders encouraging copyright infringement through device sales. Government response. Permission to distribute programmes is separate from your TV Licence. For how to judge a particular service, read is IPTV legal?

Which setup fits your household?

For free television without an aerial, Freely means either a new Freely-enabled TV or a listed Freely device for your existing TV. If you already have an aerial, Freeview Play combines that connection with broadband for catch-up. If you are considering paying, Sky Stream uses its loaned HDMI puck. For BBC content, iPlayer uses a supported device and BBC account.
